  "abstract": "<p>Special Mention, 2017-2018 WATERLAT-GOBACIT Short-video Competition (</p>\n\n<p>This 15-minute documentary in English sheds light on years of uneven urban water distribution in the Sao Paulo, Brazil (2014-15)&nbsp;that led to the depletion of the city&#39;s main water reservoir, privileging some sectors of the city while neglecting others. It also documents the different political decisions that contributed to the crisis and the broader context in which the Governor of Sao Paulo attempted to cover up the frequent and unadvertised water cuts affecting the city&rsquo;s low income areas. Finally, the documentary also portrays the broad-based civil resistance movements that emerged in response to shortages and the poor management of information. These movements pushed the government officials to recognize the imminent crisis and admit that water rationing had been in place in some neighborhoods of the capital.</p>\n\n<p>&nbsp;</p>\n\n<p>Note: This short-video was given the highest mark in the evaluation process, but owing to the Competition Regulations could only receive a Special Mention, given that it had been already awarded previous prizes: Winner of the 2018 Water Governance Documentary Festival, Institute for Water Education (IHE), Delft, The Netherlands, 2018.</p>",
