Dutch politician and ninth United Nations High Commissioner for Refugees (UNHCR) 2001-2005 Was born 7 May 1939 in Rotterdam, the Netherlands and passed away 14 February 2018 in Rotterdam. He was the son of Paulus Johannes Lubbers, entrepreneur, and Wilhelmine Karoline van Laack, Rhine vessel operator. On 10 October 1962 he married Maria Emilie Josepha Hoogeweegen, physiotherapist, with whom he had one daughter and two sons.
